I purchased my MPS6 just after Xmas and have noticed that all 4 tyres are rated at 89W! Do you think the dealer that I bought the car from is liable or should I have noticed before I drove away?

it depends on, if you had a white line warranty(when you go over the line that's where the warranty ends)

I presume it is a legal requirement to have the correct speed and load rating if you are driving on a public highway? Surely their own insurance would have have been void if I had an accident while on the test drive?

I would speak to the dealer first and see what they say.
Presumably they can say one of three things :
1. We didnt sell it like that and you put them on 2. We didnt realise they were incorrect and we will put it right 3. We didnt realise they were incorrect but its to late now
Then take it further with Mazda uk if you need to.

Me personally i think they will try and wash their hands of the matter, as paz said they will probably say you put them on the car  , I hope they don't though, and say  we will sort this out right away sir

I have rung them 3 times and been promised a call back, and sent an email but surprise surprise no response! Will try and speak to a manager tomorrow and hopefully they will do the right thing. It's a 200 mile round trip to the dealer otherwise I would just pop in.

Yep sounds like you have a battle.
I purchased my car a fair distance from home as well however my local dealer has sorted any issues under warranty. I know this isn't a warranty issue but you could get some advice from them
I would fight this one though, you have nothing to lose.
